I read somewhere that the coat was given to Matt because he was freezing his tail off during shoots. I do think the doctor has a thing for coats, too. This was less a Ten coat and more of a Four coat. Maybe it's like the Corsair's tatoo... a cool coat is something he likes in all regenerations (sometimes just the jacket will do).
