Rory is almost certainly an agency nurse - he would work shifts on a casual ad hoc basis. He tells the agency when he wants to work, they find him a hospital that needs a nurse for that shift. It's not unreasonable that he would do multiple shifts in the same department and be valued when he is there. It's pretty much the case with my partner who is actually a lecturer in Paediatric Nursing and who keeps his skills resh by working agency at the ITU he used to work on.
Mark Williams is 53 but, to me, Brian appears a bit older than that. If Brian is in his mid to late fifties he's could easily have taken early retirement leaving him with time or as much cube-watching as he wants.
