I had heard about this deal, too. My friend who keeps on top of all of the DC TV news told me that Wentworth Miller was the first one to get a contract like this and the producers were testing it out with him. If it turns out that it's a good deal for all parties then they'll be using it for other actors. I guess it's a way to get good guest stars and make sure they're available to film whenever they're needed.
